The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular or special City Council meeting, hold a closed session to discuss legal actions, causes of legal action or litigation, leasing, purchasing or sale of real estate, hiring, firing, disciplining, promotion of personnel, employee labor relations, or confidential or privileged communications with its attorneys.  Specifically, the City Council will hold a closed session to discuss legal actions and litigation, confidential communications with legal counsel, property acquisition, and personnel matters, pursuant to RSMo. Sections 610.021(1), 610.021(2), and 610.021(3).

1.A public hearing to consider the proposed voluntary annexation of property located on the south side of LaSalle Avenue, east of Baldwin Drive, into the city limits, as requested by Norwald, Inc., and the proposed zoning of the same property to R-1, Single-Family Suburban Residential District.
Appearances

Consent Agenda
The Consent Agenda is a meeting method to make City Council meetings more efficient and meaningful to the members of the audience. All matters listed within the Consent Agenda have been distributed to each member of the Cape Girardeau City Council for reading and study, are considered to be routine, and will be enacted by one motion of the council with no separate discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by request of a member of the City Council.
2.Approval of the June 6, 2016, City Council regular session minutes and closed session minutes.
3.BILL NO. 16-95, an Ordinance accepting a Permanent Waterline Easement and a Permanent Sanitary Sewer Easement from Southeast Missouri University Foundation, and a Permanent Sanitary Sewer Easement from Southeast Missouri State University, for property located at the1400 Block of North Sprigg Street, in the City of Cape Girardeau, Missouri.  Second and Third Readings.
4.BILL NO. 16-98, an Ordinance authorizing the City Manager to execute an Agreement with Kiefner Brothers, Inc., for construction of a Police Station, Jail, and Municipal Court. Second and Third Readings.

BILL NO. 16-99, an Ordinance authorizing the City Manager to execute a contract  with the Cape Girardeau County Transit Authority to provide fixed route bus service for the City of Cape Girardeau during the fiscal year ending June 30, 2017.  Second and Third Readings.
6.BILL NO. 16-101, an Ordinance establishing utility rates for the City of Cape Girardeau, Missouri, by amending Chapter 22 relating to solid waste fees, and Chapter 29 relating to water rates. Second and Third Readings.
7.BILL NO. 16-102, an Ordinance establishing utility rates for the City of Cape Girardeau, Missouri, by amending Section 29-30 of the City Code relating to sewer service charges. Second and Third Readings.
8.BILL NO. 16-103, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located on LaSalle Avenue, east of Baldwin Drive, in the City and County of Cape Girardeau, Missouri from C-2 to R-1.  Second and Third Readings.
9.Bill NO. 16-104, A Resolution authorizing the City Manager to execute a Contract for Consulting and Engineering Services with Federal Engineering, Inc., for Radio System Upgrades. Reading and Passage.

BILL NO.16-108, a Resolution authorizing the City Manager to execute a Housing Agreement with the Humane Society of Southeast Missouri, in the City of Cape Girardeau, Missouri. Reading and Passage.
11.BILL NO. 16-109 a Resolution authorizing the City Manager to execute Supplemental Agreement No. 1 regarding aviation project consultant, construction phase services, with Crawford, Murphy, and Tilly, Inc., for construction phase services to replace the Runway 10/28 Edge Lighting Circuit at the Cape Girardeau Regional Airport. Reading and Passage.
12.Acceptance of the improvements to serve SEMO Greek Housing, Southeast Missouri State University, for property located at the 1400 Block of N. Sprigg Street.
