Legal actions and litigation, confidential communications with legal counsel, and property transactions, pursuant to RSMo. Sections 610.021(1), and (2). 
The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular or special City Council meeting, hold a closed session to discuss legal actions, causes of legal action or litigation, leasing, purchasing or sale of real estate, hiring, firing, disciplining, promotion of personnel, employee labor relations, or confidential or privileged communications with its attorneys.  Specifically, the City Council will hold a closed session to discuss legal actions and litigation, confidential communications with legal counsel, property acquisition, and personnel matters, pursuant to RSMo. Sections 610.021(1), 610.021(2), and 610.021(3).

1.A public hearing to consider the proposed voluntary annexation of property located on County Road 620 and Deer Creek Road into the city limits, as requested by R.H. Montgomery Properties, Inc. and The William O.L. Seabaugh Voluntary Trust, and the proposed zoning of the same property to R-4, Medium Density Multifamily Residential District. (Agenda Item No. 18; BILL NO. 15-196)
2.A public hearing to consider the proposed voluntary annexation of property located at 2596 County Road 618 into the city limits, as requested by The Shirley M. Baldwin Revocable Trust U/A dated August 27, 1996, and the proposed zoning of the same property to R-1, Single-Family Suburban Residential District. (Agenda Item No. 19; BILL NO. 15-197)

Consent Agenda
The Consent Agenda is a meeting method to make City Council meetings more efficient and meaningful to the members of the audience. All matters listed within the Consent Agenda have been distributed to each member of the Cape Girardeau City Council for reading and study, are considered to be routine, and will be enacted by one motion of the council with no separate discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by request of a member of the City Council.

4.BILL NO. 15-177, an Ordinance amending Chapter 7 of the Code of Ordinances of the City of Cape Girardeau, Missouri, relating to General Provisions and Fire Code. Second and Third Readings.
5.BILL NO. 15-179, an Ordinance amending Schedule F of Section 26-247 of the City Code, by amending no parking anytime along a portion of Kell Farm Drive, in the City of Cape Girardeau, Missouri.  Second and Third Readings.

BILL NO. 15-180, an Ordinance authorizing the Mayor to execute a Special Warranty Deed to Burlington Northern Santa Fe Railway, for property located along the railroad tracks adjacent to property at 450 North Main Street, in the City of Cape Girardeau, Missouri.  Second and Third Readings.
7.BILL NO. 15-181, an Ordinance authorizing the City Manager to execute a Direct Loan Agreement and Promissory Note with the Missouri Transportation Finance Commission for the South Sprigg Street Bridge Project, in the City of Cape Girardeau, Missouri. Second and Third Readings.
