Approval of the preliminary plat of Community of Hope.
A preliminary plat has been submitted for Community of Hope. The Planning and Zoning Commission has recommended the City Council approve the plat, by motion.
A preliminary plat has been submitted for Community of Hope, located north of North Clark Avenue/Lombardo Drive. The subdivision is zoned R-1 (Single-Family Suburban Residential). The plat resubdivides Victorian Estates, an existing subdivision that was approved in 1969 but was never developed.
Community of Hope is a proposed cluster subdivision containing thirty-four (34) single-family residential lots, four (4) common ground lots, and dedicated right-of-way for the extension of North Clark Avenue and three (3) cul-de-sac streets. Cluster subdivisions are permitted in accordance with Section 25-1252 of the City Code. There are no minimum lot sizes or widths as long as the lots can accommodate the minimum setbacks for the zoning district in which the cluster subdivision is located. To offset the smaller lots, Section 25-1252 requires the provision of open space which must be dedicated for public use or conveyed to an organization (such as a homeowners association) responsible for the perpetual maintenance and control of the land. In addition, the cluster subdivision cannot exceed the maximum density for the zoning district.
The original version of the plat showed variances for setbacks. In response to concerns raised by the surrounding neighborhood, the plat was revised to eliminate the variances. The revised version complies with all of the applicable code requirements.
SUSTAINABILITY: ECONOMIC, ENVIRONMENTAL AND SOCIAL IMPACTS
The plat shows a new section of North Clark Avenue connecting to the existing terminus at each end. The cul-de-sac's extend from this new section. Streetlight locations are also shown. A sidewalk is proposed in the right-of-way and along the rear of the lots, with access being provided to each lot. Water and sanitary sewer are available on or adjacent to the site and will be extended as shown on the plat. Stormwater detention basins will be located on some of the common ground lots.
The staff report to the Planning and Zoning Commission recommended approval of the preliminary plat.
BOARD OR COMMISSION RECOMMENDATION
The Planning and Zoning Commission, at its December 14, 2016 meeting, recommended approval of the preliminary plat with a vote of 7 in favor, 0 in opposition, and 0 abstaining.
