A Resolution authorizing the City Manager to execute an Agreement with Norwald, Inc. for the LaSalle Water Tank Project.
The attached resolution authorizes the City Manager to execute an agreement with Norwald, Inc. to secure fee simple interest, a temporary access easement, and a permanent access and utility easement for the LaSalle Water Tank Project.
The City's Water Master Plan recommends the creation of a new pressure zone (LaSalle Pressure Zone) that combines Cape Rock, West Cape Rock, Route W, Whispering Oaks, North County Park, and Twin Lakes Pressure Zones. In order to provide the proper pressures and water supply, a new storage tank is needed along LaSalle Avenue. Staff identified the optimal site on a property owned by Norwald, Inc., which has executed the attached agreement. Per the agreement, Norwald, Inc. is to convey fee simple interest in a 1.00 acre tract of land where the new storage tank will be located, a 30' temporary access easement, and a 24' permanent access and utility easement in exchange for the payments identified below.
Per the agreement, the City will pay $150,000 for fee simple interest in the tract, plus $75,000 for the temporary access easement, plus $100,000 for the permanent access and utility easement. The total sum of the payments is $325,000.
SUSTAINABILITY: ECONOMIC, ENVIRONMENTAL AND SOCIAL IMPACTS
Execution of the agreement is necessary in order to construct the water tank facility and related improvements, and to ensure a legal right of access to the facility once work is completed.
Staff recommends approval of the resolution authorizing the City Manager to execute an agreement with Norwald, Inc. for the LaSalle Water Tank Project.
