SUBJECT
Amendment #1 to State Block Grant Agreement with the Missouri Highways and Transportation Commission to fund the construction and construction services to remove and restripe the airfield pavements at the Cape Girardeau Regional Airport, in the City of Cape Girardeau, Missouri, Project No. 14-077A-1.  

EXECUTIVE SUMMARY

This Amendment #1 grants an additional $2,439 to the original block grant agreement of $110,555 be used to fund 90% of the construction and construction services to remove and restripe the airfield pavements at the Cape Girardeau Regional Airport.  Additionally, this Amendment #1 provides an extension of the expiration date from November 30, 2014 to May 30, 2015, to allow for completion and close-out of the project.

BACKGROUND/DISCUSSION
The Cape Girardeau Regional Airport last painted the entire airfield in 2009 as a part of our East Ramp Renovation Project, funded by American Recovery and Reinvestment Act.  As such, some of our airfield markings are in need of removal and repainting.  On August 20, 2014, the City approved the original 90% block grant submitted by the Missouri Highways and Transportation Commission (MoDOT) in the amount of $110,555, for the purpose of funding the mentioned airfield painting project.  The City match to this original grant was $12,284.  The attached Amendment #1 to this grant Project #14-077A-1, provides additional funding of $2,439, with a City match of $271,  necessary to fund $2,710 in added project work required of the contractor.  

The added project costs cover T-Hangar lead-in lines and other additional painting, not included in the original project bid documents.  Additionally, the attached Amendment #1 provides for an extension of the original grant expiration date from November 30, 2014 to May 30, 2015, to allow time for the completion and close out of the project.  The expiration date extension is necessary to provide time for the contractor to repair some of the T-Hangar lead-in lines and to resolve some labor payroll issues.

STAFF RECOMMENDATION
It is recommended that City Council approve an ordinance allowing the City Manager to execute the attached Amendment #1 to a Block Grant Agreement with the Missouri Highways and Transportation Commission, in the amount of $2,439, with a local match of $271, to fund Project # 14-077A-1 and to extend the expiration date of the project from November 30, 2014 to May 30, 2014, to allow time for the completion and close-out of the project for the construction and construction services to remove and restripe the airfield pavements at the Cape Girardeau Regional Airport.
